Offer Free Shipping on Multiple Items?

Is it possible to adjust the shipping options so that only the highest shipping cost is charged and all other items are free shipping?

Also if multiple of the same item are added to cart only 1 shipping cost is added?

I don't think there are any click a few times and it's done ways to do this. the way I offer free shipping is to set one set of rates under the carrier to "0" for the weight of "0" in for all zones of the carrier. Whatever I am doing free shipping on I just then set the weight of that product to "0" and they will get free shipping. As for the highest shipping. If I understand it right and you only have one high shipping rate then the only other option in carriers besides the "0" mentioned earlier would be your highest rate.

As far as multiple items of the same kind and only having 1 shipping rate...good question. I don't know of any way to do this. I don't think it is an option in prestashop with the way it is designed. Good luck.
