Invoice versus Cart: tax is different

Hi,

I have set tax on my products according to german requirements (19%).

Now when someone from outside EU, let´s say USA logs into his account, the product previews shows the price without tax - I am fine with that.
But inside the cart, tax is added and during checkout the customer has to pay the amount with tax.
On the other hand, the invoice only shows price without tax.

My understanding would be this:
-customer outside EU
-prices in shop without tax
-cart without tax
-customer pays without tax
-invoice shows amount without tax

I should add, it´s downloadable products only.

If customer comes from germany for example, prices inside shop are displayed including tax, card with tax, invoice with tax - so there everything seems to be fine.

Did I miss something inside the tax settings, or is there probably a bug?
