Alright, so i'm usually the last person to jump into a forum at the first sign of trouble and start crying, but I've seriously been trying to figure out this problem for like 6 hours and I can't effing figure it out. Basically my goal for the day was to obtain all of my accounts and API keys for USPS, UPS, FedEx. I got USPS woking, so that's all good and well, but I'm having a hell of time with the UPS module. Now this has nothing to do with the configuration or getting the module to connect with the server, I don't give up that easy. Basically I get everything installed, configure the module and it says that it has been configured successfully, and I can see all of the newly created shipping carriers under, Shipping > Carriers for UPS. So I'm thinking, kickass, right? wrong!!! Despite everything seemingly being installed correctly and even telling me that this is the case, when I put some items in the cart and try to do a test checkout, none of the UPS shipping options which i configured and enabled show up in the shipping portion of the checkout process. It just says "There are no carriers which ship to this address." So here is what I have done (most of which numerous times by the way).

1. Make sure that all zones are active for the UPS carriers listed in shipping>carriers in BO - CHECK.

2. Checked to make sure that all UPS carriers listed in shipping > carriers in BO have default option checked - CHECK

3. Made Sure that the address for my test account was valid and entered correctly. - CHECK

4. Uninstalled module, dropped all UPS tables and carrier tables (ps_carrier, ps_carrier_lang, etc.), restored ps_carrier
tables from a clean fresh prestashop install on secondary DB, made sure all of the AUTO_INCREMENTS were reset, and reinstalled the module clean. - CHECK AND MATE. DID THIS MAAAAAANNNNYYY TIMES...

5. Created a fresh install of prestashop on a separate DB, and tried installing the UPS module on an actual fresh DB instead of reconstructing a fresh environment like before. - CHECK. Tried this to death.

7. Cleared all prestashop caches and browser caches. - CHECK

8. Various and never ending combinations of the above techniques, double and triple checking just to make sure - CHECK.

If someone has any idea what would cause the UPS module to not show up during the order process, even though it seems to have no issue being installed and configured, I would REALY appreciate some pointers because I really have tried everything that I can think of. Super frustrating, and HIGHLY antagonistic towards my OCD. I'm the type of person where, lets say you loose the pencil you just had in your hand that somehow disappeared after you turned around for a second, I would rather spend 3 hours and find the original pencil then to just get a new one. But I'm gonna have to throw in the towel on this one. "HELP!!" is what I'm trying to say. lol.

UPDATE: I was having a little trouble as well with the Fedex module, but I had spent hardly any time looking at it so I did not really considered that to be a problem yet. After giving up on UPS for now, I started to try to work with the FedEx module to see if I could get it functioning. I had already obtained all of my API Keys and credentials etc, but it was giving me an error saying that it couldn't connect to the server, but it did not give an error code. In fact it said "No error code returned" or something like that. Turns out that I didn't have the SOAP extension enabled in php.ini and that was what was causing the problem. Weird to because I searched all around and didn't find anything about someone who had had/solved this problem before and it seems like it might be somewhat common. Anyways, so I got my FedEx module configured and it does show up in the checkout process. So that's 2 shipping modules that work and one that doesn't. I still have no idea why the UPS module isn't showing up during the checkout process so again, if anyone has any ideas I would appreciate it.
