[Solved] The application needs javascript

been looking around but not much to help
ive got the old 1.32 prestashop installed fine and working, but when i go to update to 1.4 it tells me during the first page that it needs javascript to work.

what ive done so far
gone into IE and firefox options enabled js

checked file permissions and folder

anything else?
