Shipping fees Fees by carrier, geographical zone, and ranges: set up issue

I am sure this is a simple newbie mistake but I am stuck on my shipping set up.

When I select backoffice>>shipping I am presented with the typical opening set up, there are two primary sections:
 >Handling
 >Fees

my problem is that I cannot populate the Fees section.

Based on what I can find in the forums I have filled out everything I can think of.
The handling section is filled out and the billing radial button selected for total weight

I have set up the shipping sub tabs: > weight ranges and > zones


From what I can tell I expected that after I went back to backoffice>>shipping after filling out the sub tabs for zones and weight ranges that the section for Fees would be a matrix type set up where I would populate it with my costs per zone per weight.


However the fees section still looks like it did when I first logged on and doesn't even show a matrix.


Any help would be appreciated.

ok all --- well I am embarrassed, after fighting with this for almost 12 hrs it turns out that by logging out of my backoffice and then logging back in that it allowed me to see the fees section.... thanks

i have had this same problem but logging out and logging back in doesnt work.
