Czech capital letters not showing up when importing

Hi,

I am using Prestashop 1.3.7 and I've came across strange problem - when trying to import from proper UTF-8 file, the special capital letters from czech language (e.g. Ž,Č,Š and so on) are not displaying at all. Small ones (ž,č,š, and so on) are showing up without problems. Strangely, this problem is only if the special capital letters are at the start of the record (i.e. sentence)

I've attached some CSV, which is not regularly formatted for prestashop-purposes but if I even don't try to import it the capital letters are omitted.
