MENUS not dropping down STATE not showing up in customer registration

Ok Ive been looking around this forum and no one seems to have a fix for these issues.

I upgraded to 1.4 and my Theme's menus are not dropping down. (Im thnking its a Java issue?)

Also when my customers try and register it tells them a state is needed - only problem is there is no area or box for state.

It automatically makes USA the default country but still nothing populates.
