Basic help please!

I have just been introduced to Prestashop by a new client. His shop was taken offline by an employee who may have destroyed some data too. So a couple of simple things I need answers to if anyone can help?

1. the shop shows the following message when accessed by the url:

In order to perform site maintenance, our online shop has been taken offline temporarily. We apologize for the inconvenience, and ask that you please try again later !
How do I turn it back on?

2. If the data base was damaged I have access to a backup but how do I use phpMyAdmin to reload the data? (A little knowledge can be so dangerous!)

First question, tab Preferences --> Enable shop: Yes

But you should make sure your data is intact first.

To test your shop, same tab, right below Enable shop there's Maintenance ip. Enter your IP there and you'll be able to see the FO when the shop is offline so you can make all the tests you want :)

OK, the site is empty but seems to be working OK - I was able to sign up as a customer etc.. :)

I strongly suspect that the data backup may be corrupt but, assuming all is well, am I correct that I need to take the following actions?
I have created a fresh (empty) database
if I replace the information at Back Office >> Preferences >> Database with the details of this new database then it will obviously reference it
can I simply do an import? eg: Back Office >> Tools >> Import or is it more complicated than that (seems too good to be true?) Otherwise I suppose it's a phpMyAdmin task and that's where I really need help :question:
