[Solved] Problem setting up Tax to product shipping to CA, US and No tax to other state

Hello,
I am having problem with the Tax in Prestashop. I wanted to have tax only apply to any product shipping to California Residence and no tax to other state. Please see the attached image to see my setting and if I am missing any or am I setting it correctly. Please help me with this issue I have done my homework searching the Forum and web but they are all either incomplete or not clear. By the way I am using Prestashop 1.4.1 and using the default theme.

I believed I place this topic in the right category, but it seems no one has the same problem or no one know if this issue, if this in fact a problem with Prestashop. There is got to be some one out there that do apply tax to one location and no tax on other. Can any one help me or point me to the right direction.

I did find this thread under the French forum which fix the tax problem I am having.

I hope Prestashop is aware of this issue in version 1.4.1, since according to the above thread solution is to replace the set of code in the Product.php Class which is part of the core code.
