[solved]Error unable to update settings

no further issue even in debugging mode 
i only got this error when editing any kind of text inside the website i had to enter it through phpmyadmin 
i can edit my product but not the short and description 
even modules that i can edit text in have the same issue it gives black screen and says forbidden 

here what i did till now 
delete all files and tried new setup with same database same issue tried new database the issue is gone but i cant just drop the database 

when i enter debug mode dashboard and module manager i got these errors

i dont know if its related or not but i changed time from UTC to UTC+02:00 not its UTC and it still have issues

Temporary disable accounts module and see if its cause those issues.

i disabled the prestashop accounts and customer accounts still the same, am i correct or do you mean another accounts

Solution 
asked chatgpt for the error it says because the server block certain action 
the server only block actions from certain countries which i am not one of the block list 
i deleted the blocklist and it was working fine now 
i dont know how its related the server location and my location is not in the block list but its working now
