price info including vat (courier)

hello everyone I'm modifying an old module that calculates the costs of cash on delivery.
I can't make this amount including vat (courier percentage) appear in the cart

the site works "without vat" but for this amount I need to have it covered vat

Is any settings in the modue? You indicate the amount and tax rules?

there are no rules I only indicate the fixed amount or percentage and having the site without VAT the amount appears without VAT and I need it to appear with VAT .... always
