How do I set up my voucher discounts to discount from the original price of the product, not the already discounted one?

I have an issue.

I am setting up a discount code of 20% on a particular category of products.

Almost all of these products have a perpetual discount of around 10$, that I've set up for each product individually from the product menu. 

When  I create the voucher I put in 20%, but the 20% is substracted from the already discounted price, instead of the original "retail" price.

If I exclude already discounted products, I'm basically making the discount code void, cuz all of them have discounts set up from the product page. 

I want to make the discount of 20% be extracted from the base price. How do I do that?

Another thing I've thought of doing is deleting the 10$ discount I have on this category, but Idk if I can do that for every product together, because I don't want to change each individual product (1000+ items)
