[SOLVED] Solutions for manage free shipping and delivery costs by client

Hi everyone,

Does it exists solutions for manage free shipping and delivery costs by client ?
Free shippings and delery costs of my company are specifics for each customers. So when i import the customers by csv, i need to import free shippings and delivery costs for each client.

Do you know a solution please ?

That's good i found. 
During the importation of customers, i simply create a new cartRule :

 if ($customer->franco_port > 0) {
            $this->cartRuleService->createCartRuleFranco($customer);
        }
