[SOLVED] Cart Rules: "add new cart rule" button missing?

I cant seem to add any new cart rules to my store for some reason. The buttons to add new cart rules has disappeared. Hopefully it's something simple I'm overlooking.

a week or two ago i added 15 discount codes and they worked fine. today I went back to add a few more and the + button to add them is gone. any ideas what could cause this or what to check?

The button is still missing to add new cart rules, as well as editing existing ones. I really need to add more voucher codes. is there a way I can trick it by manually entering the URL for what the button would do to add a new voucher? is that even possible? or is there a default prestashop file that may have gotten corrupt, and maybe i can replace it? i deleted my custom.css just to make sure that wasnt the cause. i dont know what else to check. if i could bypass it by typing a url that would be ok for now

Figured it out after disabling everything one by one. It ended up being on the experimental features page, i had cart rules enabled. disabling it in experimental features, weirdly brought back the buttons.🤷‍♂️
