Problem with correct invoices/amounts when sending B2B with VAT-ID in PS 8.1.3

Hi,
I already placed this question in the german forum but we have not found a solution:
A private customer pays the VAT of the country where the package is sent out. So if in my case I sent goods to Austria, they have to pay the German VAT.
But if I am selling to a company in Austria with a VAT-No., VAT should be taken off. No VAT in the products, no VAT in the shipping costs. So actually Presta should look up "Is there a VAT-ID?" and in case there is, VAT should be 0%.

This worked totally fine in Presta 1.6, after the update to PS 8.1 it's a mess.

How do you guys handle international orders, am I missing out on something?
