I have done as per your instructions and feel that GTM is working. I infer this from the fact that I can see the file gtm.js?XXXXXXX on all the shopping cart subpages.
BUT
Clarity is still not recording the shopping cart - I did a test purchase and unfortunately it was not recorded.
