Calculate sales tax for store's address instead of customer shipping address

Hi - I am looking for a solution to what feels like it should be built-in functionality. I have seen numerous posts requesting this feature but have not yet found a solution that works. Sales tax in the US is currently charged based on a customer's shipping address. However, customers wishing to pick up their order in-store should be charged sales tax based on the store's zip code. I have seen a few modules for store pickup but none of them correct the sales tax. I have also attempted implementing some code I found on the forum that change's a customer's delivery address to that of the store's and consequently apply the tax rate for the store's address but that code does not work. It still looks to the customer's shipping address for the tax rate. Can anyone help here? I'm looking for a solution that actually works or a capable developer that can implement it. Thanks!
