On add to order the modal window don´t allow finish order and returns to product

This happened after going from 1.7.7. to 1.7.8
I have
<a href="" class="tvall-inner-btn"><i class="material-icons rtl-no-flip"></i><span>Finish order</span></a>

 

without anything in  <a href=""

I tried changed core.js file for previous, i restaterd the cache.
