Tax rules are not applied during checkout / PS 1.4.1 [SOLVED - there's a bugfix]

Hello,

i have a weird tax problem. shop is based in finland (23% tax). when somebody from for example the USA would buy a product, no tax should be applied, as defined in the standard tax rules.

but somehow the tax ALWAYS gets applied, no matter what shipping/billing location i choose.
i had a PS 1.4 install, were this worked. i upgraded the site i'm doing now already to ps 1.4.1, and it doesn't work.

for the test, i just downloaded a fresh version of PS and installed it.
see the attached screenshot.

am i missing something?
as soon as i change the address from finnish to USA, the products show correctly without tax in the shop, but not in my shopping bag. no matter which country/zone i ship/bill to, the result is always 1000€ when i click on the paypal button.

EDIT: oversaw this post in the forum which solves it. was indeed a bug in 1.4.1. copying the code fixed it.
