order options/insurance

Hello,

I'm looking for an actively supported replacement of a module/functonality that we're currently using.

The module we are currently using allows me to add certain options ('products') to a customer order. 
These 'products' fall into 2 categories:

- One product, a sort of 'small order charge', is added automatically whenever the customer tries to submit an order below a certain value. 
I do not want to block small orders, I just want the extra admin fee added to such small orders.
This 'product'/fee cannot be removed by the customer, the only way to prevent it is by adding more product to surpass the minimum order value.

- Another product is a sort of 'heat pack' that is added by default when a product from the 'living products' categories is selected during wintertime (using our current module I have to (de-)activate this manually when winter starts/ends). 

When such living products are ordered this 'product' is added automatically to the cart and the customer can then decide to take it out when weather predictions are warm enough, or if that customer is willing to take the risk.
This packing insultation should of course NOT be added when the order does not contains a product from the 'living products' categgories.

Does anybody have any experience with a module that would be best suited to handle this?
