How do you change customer requirements during checkout?

I am sorry for posting this but I have been looking for a few days for this option. I saw and set this option when I did the first installation and set up the shop but now I can not find this option in the back office. I an running 1.4.1 and after the upgrade many things set back to default. Not happy about that but now I need to fix it. I do not require phone numbers during checkout and want to disable that. How?

Thanks for the reply but that is not working. The options that I need to set are for the checkout. Changing the options in the addresses under the customer tab did not affect the checkout requirements.
