Shipping Does NOT get added to total when purchase a lesser amount than coupon

For example:

A customer uses a $60 coupon.

They buy something for $32

It will show the Total Shipping (tax incl.): $9

But on the Total, it shows 0.

The shipping will not transfer over. If the customer purchases something MORE than $60, the shipping gets included in the total.
