Module pack discount

Hello, I have a request from a customer who would like to have a pallet discount for all his products. Let me explain: 

- each product has an "X" characteristic which determines the number of products in a pallet

- there are two levels: 

               - from 1 to 3 pallets: 5% discount on each full pallet

               - from 3 pallets: 10% discount on each full pallet

You can have several products in your basket with different pallet discounts, but for 1 same product you can't accumulate these discounts (1 product can't have 5% and 10%).

Do you have any ideas? This doesn't seem manageable via the basket/catalog/specific price rules.
