To find out what wrong severall things have to checked: There are several locations in which you can enable cache: OpCode cache Memory cache HTTP cache Application cache Nginx, Varnish, Lighttpd what is your set up? Do you use FPM? Then the set of values of the FPM CONF, the service binary. Lot of shop owners use apps that’s installed by default in their servers. For eg. the OS CentOS servers use PHP 5.4, not the latest PHP 7.2 with FPM (FastCGI Process Manager) that has enormous speed advantages. Stuff like: Timeout KeepAlive – When “KeepAlive” is set to “On”, Apache uses a single connection to transfer all the files to load a page. MaxKeepAliveRequests KeepAliveTimeout MaxClients MinSpareServers & MaxSpareServers HostnameLookups If it would be only your shop the only thing could be making the shop with drag & Drop "editores" using images on products with 3000x4000px and 6mb sizes.
