limited purchase amount per account per mount

Hello,

I need some help with my presta shop store. I need to have a maximum amount (ex 200$) for a period of time 1 month (between 1-30 of every month) the limit should be per acount and the amount should reset at every new start of month. And the secound need is to get a mail when a client makes an order.
