Porblem Module - Payment Extra Fee/Discount

Hi
I noticed this bug on module payment fee
If a client buys the product X and profiteer with the REDUCTION
The second buy of this same client doesn't take advantage with the REDUCTION
I made a search on database
I noticed this bug happened when id_cart_rule value is duplicated

Attached is a screenshot of the database
id_order = 48336 the reduction is done successfully
id_order = 48467 the discount did not apply

i use prstashop 1.6.1.12

Any advice please
