"Budget" module from checkout

I need that for 'Canary Islands' orders, it is not possible to place orders as such, but to make a quote request.

I am looking for a module that allows to do this, but all I have found are from the cart and I need it to be selectable as a payment method at checkout. When the user has selected 'Canary Islands' as the province, if possible it will not appear to select the 'Shipping Method' and only one payment method to choose which will be the budget in this case.

It does not have to generate an automatic budget, you should receive an email indicating something like 'request received, you will receive your budget as soon as possible'.

Does anyone know of a module that does something like this or as similar as possible?

In order to skip shipping method, you must do an override. I can do it for you, just send me a message
