[Solved]Language pack cannot be imported.

I've just installed Version 1.4.10 successfully and now I'm trying to import the Japanese language pack, but it doesn't work.
I'm following the steps on this page:

... Yes, I already downloaded ja.gzip.
I can manually ungzip this, so the contents must be OK.

1.Go to Back Office >> Tools >> Languages >> Add new
2.Complete the information and click Save.

... Here is a problem. I filled in the blanks like:
Name: Japanese
ISO code: jp
Language code: ja
Flag: ja.gif
No-picture image: ja.png (I put a variety of "no image" pictures in here, but they didin't work, so I just put this in.)
Status: "v"
... Then I cliked on "Save".
What I got is:

An error occurred while creating object. lang ()

... What does this mean???
Those pictures aren't read. In the field, I can see only a blank.

Then, I also tried to import "ja.gzip".
Under "Import a language pack manually,"
after I chose the file, what I got is:

Archive cannot be extracted.

Does this feature ever work???
I definitely need someone to explain this.
Any comment is welcome.

I just installed it on my localhost. That's it. Period.
