Catalog Price Rules does not work

I already read many page about this topic but it seems there is no good answer how to manage this problem.

I want to create a rule for a specific country, for example a 10% discount. 

My settings are in the attached image

Even if i set my country to Albania it show me the wrong price.

For example a helmet is 160€ with a 20% discount is 128€ but it should also be applied a 10% discount and reach 115.20€ but don't happens and the price stay at 128.

Meanwhile with a product without discount it works. How can i make it work for products also with product with a discount?

You cannot apply 2 discount rules, only one applies.
