How To show a contact form user when no carrier available

When no carrier available for a user in his country. How can we show a form to contact the store administrator.

I am sending an attachment of the message i get now.

Maybe the best way is to add a link to your shop contact page, in the themes/yourthemename/templates/checkout/_partials/steps/shipping.tpl line 115

@KLewi can we show a contact form there instead of adding a link only?  is prestashop provides any plugin for that?
