You should not edit theme.css - you will loose your changes with next Prestashop upgrade. Do your changes in custom.css file instead, this will keep stable.
Looking into your file it really contains wrong chars. Maybe you use wromng transfer type on FTP? Better replace this with the version from Prestashop and start working on custom.css.
