Customer unable to Checkout, add/edit Address after upgrade 1.7.7.8 -> 1.7.8.4

Hi,

So ive been trying for past 2 months to upgrade prestashop from 1.7.7.8 to latest 1.7.8.4. I always tried to upgrade 1-click update module, with all possible options, like disabling overides, only using default prestashop modules and theme, and i always end up with same problem. Customer is unable add/edit address at checkout or if registered user is trying to change/add address. If i turn on debug, no errors are shown. Im also adding some php nginx logs from var/cache/log 

I currently have the site up at www.fitipaldi.si 

I have checked internationalization/countries and what not, to be able to solve this, had no problems with 1.7.7.8

I noticed when i click as customer to save address, it throws error "Fill out necessary fields", even though i know i double check those setting like 100 times. Also double checked my requirements are met with suggested "php info" file.

Truly dont know what to do anymore, banging my head around this for at least 2 months, probably googled everything i could, i guess my last resort to solve the problem is here.
