Cant add second Shipping cost

Hey!
I want to add another shipping alternative to Europe or just Finland, but I do not make it appear in the front office. Someone who has a tip on what it could be that keeps me from getting it up at all.

Check the countries preferences for the shipping. Maybe you just miss that.

But I have chosen Sweden and Europe in zones, but the only thing that works is when I choose Europe 39 KR, or am I wrong out there?

You did set up shipping setting correctly ? Sweden is ofc in separate zone, not in Europe?

Maybe it's a matter of hook.

The only important thing for us is that all shipping in Sweden costs SEK 39 and customers from Finland choose SEK 199 in shipping. The only zone that works is Europe, have checked all the set-ups in Sweden and Finland to make sure they are the same as Europe's set-ups but they don't work. If I deactivate Europe shipping, finland will be shown 199 SEK, but as soon as I activate european shipping only 39 KR comes up.
