Customer comments are sent to the superAdmin and not the store manager.

Hi, I have several PS 1.7.2.8 installations all configured in the same way, in one, which is the result of the import from version 1.6, the order customer comment messages are sent to the superAdmin (who is only the webmaster and not the store manager) who is a user with the "vendor" profile.

In the settings Advanced Parameters -> E-mail the e-mail is that of the manager;
In the mail alert module the e-mail is that of the manager;
In Contact -> Contacts -> customer service it is the manager's e-mail.

Where is the wrong email stored?
