1.7.6+ Cart rules exception

Hi, Im new to PS and I would like to create a module or an override. There is a cart rule with 10% discount on whole order if total is more than 120€ except products on sales. Everything works fine but I have also a table "norules" with a "code" column where I stored reference numbers of products that cant have any discount. these products can count in total for a discount rule but can't get a discount. Is it actually possible to make such an exception?
