Problem with products and transport - limited to country but you can choose to add another non-limited product

I have a problem with Prestashop
Products (ref 0002,0001), it is not possible to ship to France
Product (ref 0003), if it is possible to send to France

I add ref 0002,0001 products, I cannot choose transport to France
I add ref 0003 product (total 3 products), yes I can choose France, so the complete order is sent to France all products
