RFI:Add a Link/hook in personal information in the four step CHECKOUT process?

Hi,

Currently am having a link (fast checkout module) hooked to displayReassurance.
This link I want to move to appointed position as seen in the picture below. Where should I start?
Alaternative is there a way to hook so the link is visible in the very top of personal information?
(Reason is I want customer to see that option asap. )

Also, Is it possible to let customer select if they are a busines or private person and depending which selection is made the form changes.

E.g.
Checkout as:
o business
o private person.
