Weight Range in lb not working.

Hi all, I have setup 8 zones and assigned states to these zones based on location from me. I then created weight ranges and they go like this 0lb-1lb, 1.1lb-2lb, 2.1lb-3lb and so on. I then setup the fees based on total weight. The problem I'm having is for the 0lb-1lb the price is set for all zones as 4.80$. If I register from a state in say zone5 and go to checkout it will bump the price up to 6.80$ which is the price if the product would weight 1.1lb-2 pounds but I have the weight set as 1lb on the product information tab. I don't have any handling charges setup nor tax. If someone could please help I would be most gracious.
