Trying to set up Multi store - Root categories not showing up

Version 1.7.7.8

I'm setting up a multi-store, one sells new items, the other will sell pre-owned items.   I have the original root category for my original store (Home), but when I create a second root category for the new store, it doesn't show up when I go to add categories to it.   The drop down menu with root categories just shows the original one.   Am I missing something ?    Or is there any information regarding setting up categories for multi-stores ?
