Elementor and Prestashop - conflict of smooth scrool. Need specialist to help

Hello 

I have problem with scrolling on my website.

1) It is not smooth. 
2)there happen sudden jumps while scrolling down
3) scroll pace is to big. And elements seem not stable but rather jumpy when scrolling down.

I tried to solve it on my own, but after a few days I ask you all for help with this.
