Hook not appearing in dropdown

I created a new hook (DisplayHomeTop4) and checked that the hook is in pr_hook. It appears in the Design -> Positions list, but it doesn't appear on the dropdown in Transplant a module or within the module I want to use it with.  Am I missing something?

I want to be able to hook a specific Static Block from the Static Blocks Module in the Hidden Techies Apparel Pro Theme
