How to replace Shipping "Free" with "To be Determined"

Hi I am trying to replace Shipping "Free" or "Free Shipping" with "To be Determined"  I don't want to delete.

I have big items that need to be shipped by pallet and I cannot give any shipping costs until the order is placed and quoted by a shipper.  So when I put in "0" for shipping it show "Free" in drop down after adding to cart.  Than at checkout for "Shipping Method" "carrier shipping" it also says Free.

I have tried looking on translations with no success. Maybe I missed it or I can change it in a .tpl file.

I was hoping that someone new where the "Free" was located in the files so that I could change it.  If anyone can help please give the path for the file.

Should be in module, either change it in the code. Are you using any custom module for checkout or just basic one?.

Translation -> Theme -> Classic ( then Shop -> Theme -> Checkout ).
