AppParameters permission 0

Hi, I have problem with prestashop 1.7.7.4. I am using 7.2 PHP currently from provider.

I have some problems with opcache.. When I refresh some settings or modules, opcache will clean by itself but site getting error 500. Problem is, system is setting up chmod 0 for appparameters.php and other 1 file, so site cannot read that cache. I tried to clean cache by manually, clean cache/smarty but still not happening. Its still generating with 0 permissions, only way to fix is manual and it's bs because I cannot do that every time after refresh.

This was never happening and I dont know what is causing it. I dont see anything special in debug mode (I am not programmer not sure)

I was reading some posts here its caused by hosting provider but taht was never happening! Its something wrong in folders, but I have no idea. 

btw: This started happening after migrating old broken shop to new shop with copy_shopdata script. I couldnt afford to migrate it by manual (too many things).
