Paypal Guest payment not working

When finalizing an order as guest user, after the payment selection on the paypal screen has been completed it transfers the user back to the purchase summary page. At the purchase summary page the user can select to finalize the payment when clicking "confirmPayment" the following error message appears:

An error occured during the payment

This only happens when you order as a guest user. 

PrestoShop: 1.6.1.7

Paypal: 3.16.1 (with paypal plus active)

Please let me know if you have any ideas or have seen similar problems with a solution. I did find various other people on the internet having exactly that problem, but no solution so far.

The similar issue has been reproduced and fixed in the version 3.15.1. We did not reproduce it since.
