Combined customers into a group account

I have a client who would like to maintain their users on separate logins, but have a master login that can see all of the combined orders across the accounts. This is different to merging two customers into one, they still need to be separate.

For example 'Bob' does his orders and 'Joe' does his orders but 'Fred' the boss wants to see all the orders.

Is this possible?
