Path is not the same between your browser and you server

Hi.
I have the same problem like every one.
I;am on Windows OS Server.
On server 2003 .. i cannot import any language.. (the problem that os reported was cgi eror or cannot decompress the language file) i make upgrade to windows 2008 (ii7 is better)
all is k .. language are imported .. I can set thems without errors all k..
but is a little problem
when I try to modify .. language or something else .. outside get error 500
and on the server php give me an error about an incorect local path
ex
going to translation
and make a litle update .. or modify something and i get

slash and backslash problem ..
How can I fix that?
