Can't add carrier

Hello.

Can anybody answer, why I don't have Save button or even click to Step 2 while adding new carrier?

Delivery zone and Country is exists.

Legal module? Don't know what it is. It;s my first installation and configuration for my sister's shop.

I don't have any "legal" module:

I even can't edit "Pick up in store" carrier. I can select different steps and edit some info, but there is no Save button (and pressing Enter do nothing).

Look for errors:

 - in the browser console: look for javascript errors

 - rightclick the page in the browsers and choose to see the source code and then look for the word "error"

 - look in your php error log

I had the same issue and did some debugging. In Chrome I opened the developer tools and then looked for the panel DIV that was covering the buttons. I just set the width to 700px in order to show the buttons and clicked next. See screenshots below
