I have two catalog rules, which priorities?

Good evening everyone!
I'll explain my problem.
I have two catalog rules, a 20% discount rule assigned to some categories on my site and a 30% discount rule assigned to some brands.
Now I find myself with a product that belongs both to the category with the 20% discount and is also from the brand with a 30% discount.
This product passes me to 20% discount is this normal? How do I prioritize the higher discount?

PS does not allow to apply more than 1 specific price at a time.
It also doesn't allow to set the priority by category or brand.
In this case it applies the last specific price created.
