E-mail templates - product list missing + editing options

Dear community,

I am working on creation of e-mail templates and struggling with getting product list of order, i found order_conf_product_list.tpl and order_conf_product_list.txt files on server, but missing order_conf_product_list.html so i see no content in html version.

Another thing I found out is that I have significantly less editing options (left side) comparing to picture from another topic I found (right side) , even running newer version.... can some advise please what could be the issue? - tried on chrome, mozzila, opera
