Display of HTML in product-list.tpl | homepage featured products [PS 1.4.0.17]

Please suggest how to enable HTML display in the product description in product-list.tpl template.
Store version PS 1.4.0.17

{$product.link|escape:‘htmlall’:‘UTF-8’}” title=”{$product.description_short|truncate:360:’…’|strip_tags:‘UTF-8’|escape:‘htmlall’:‘UTF-8’}

There is a possibility to use HTML in administrator's panel, but it doesn't get displayed
If I take |strip_tags:‘UTF-8’|escape:‘htmlall’:‘UTF-8’ away, then everything collapses

I need this code, too. I checked the forums, there are some suggestions, I tried all of them but they didn't work in PS 1.4.0.17

This modification is also needed for homepage featured products.
